State Housing Initiative Program SHIP

The Taylor County Housing Assistance Plan provides funding assistance to qualified homeowners for housing rehabilitation including demolition and reconstruction and First Time Home Buyers Down Payment Assistance. The program also has a Disaster Mitigation/Recovery element which provides emergency repair assistance to homeowners in the event of a declared disaster such as a hurricane. All programs are contingent on available funding. Homeowners are eligible to receive assistance through the County Housing Programs ONE time.

The SHIP Program is funded by the State of Florida. The County will advertise in the local paper when funds are available. Applicants are accepted on FIRST COME, FIRST QUALIFIED BASIS. The SHIP Program provides funding for the following:

Demo and Reconstruction

The Demolition and Reconstruction Program is targeted to assist very low-income households whose homes are determined to be more than 51% structurally unsound by a licensed Building Official or Building Inspector. Damage to the structure due to intentional neglect or abuse will not be considered for assistance. Mobile homes and rental properties are not eligible for assistance through this program. Applicants are selected on First Come First, Qualified Basis. Maximum funds available for demolition and reconstruction are $73,000 per qualified home and homeowner. The mortgage is signed at the time the work begins and is recorded in the Clerk of the Court's Office after construction. The mortgage will be satisfied after twenty (20) years. If the home is no longer the primary residence of the applicant or if the home is financed or sold during the twenty-year period following new construction, the homeowner or their heirs will be responsible for reimbursing the County the prorated balance of the monies received for the construction of the home. THE COUNTY IS CURRENTLY NOT ACCEPTING APPLICATIONS FOR THIS PROGRAM DUE TO LACK OF AVAILABLE FUNDS.

Rehabilitation Assistance

The Rehabilitation Assistance Program assists very low to low-income families, by addressing areas of concern, for example, repairs necessary to bring the home up to code standards such as electrical or plumbing problems, broken windows, deteriorated floors, leaking roof, replacement of heating or cooling systems (HVAC), etc. The necessary repairs are made at no cost to the homeowner. If repairs are due to intentional abuse or neglect, assistance will be denied. Assistance is provided to houses (mobile homes & rental property not permitted) that are owned and occupied by the applicants. Applicants are selected on a First Come, First Qualified Basis. A maximum of $25,000 is available for rehabilitation. The repayment agreement is signed by the recipient at the time work begins and is recorded at the Clerk of Court's office. The repayment agreement will be satisfied after five (5) years. If the home is no longer the primary residence of the applicant, or if sold during the five (5) year period, the homeowner or their heirs will be responsible for reimbursing the County the prorated balance of the monies received for the rehabilitation. THE COUNTY IS CURRENTLY NOT ACCEPTING APPLICATIONS FOR THIS PROGRAM TO LACK OF AVAILABLE FUNDS.

First Time Homebuyers Download Payment Assistance

The Down Payment Assistance Program assists very low to moderate income families in purchasing their first home by providing assistance with closing costs and down payment. Applications are approved based on income guidelines and First Come First, Qualified basis. The County will hold a second mortgage on the home for a period of five (5) years. If the home is no longer the primary residence of the recipient or is sold during the five (5) year period, the homeowner or their heirs will be responsible for reimbursing the County the prorated balance of the down payment monies received from the County. Mobile homes are not eligible. Before potential Home Buyers can fill out an application, a pre-approved letter must be submitted from a participating lender.  Homes must have been constructed prior to 2010 to be eligible for the program. THE COUNTY IS CURRENTLY NOT ACCEPTING APPLICATIONS FOR THIS PROGRAM TO LACK OF AVAILABLE FUNDS.

Community Development Block Grant (CDBG) Housing Rehabilitation Program

The CDBG program provides rehabilitation assistance including demolition and reconstruction to qualified homeowners.

During application cycles, applicants are ranked per the ranking process as set forth by the CDBG program. The program is federally funded and has specific guidelines which must be followed by the County. Priority points are given to the disabled and elderly. Homes must be located outside the city limits of Perry to be eligible. If the parcel of land on which the home is located is in a floodplain, the home is ineligible. Mobile homes are eligible for this program for removal and demolition and a single family home will be constructed in place of the mobile home. The County was awarded a CDBG grant in the amount of $750,000 and applications were accepted in March 2015. No additional applications will be accepted at this time due to the number of applications received and the amount of funding which had been available.
